NCLC and CLB look like competing standards. They are not. They are the same scale. ## One scale, two names Canada describes language ability on a twelve-level scale. In English it is called the Canadian Language Benchmarks, or CLB. In French it is called the Niveaux de compétence linguistique canadiens, or NCLC. Same twelve levels, same definitions, two languages of publication. So NCLC 7 and CLB 7 describe the same level of ability. If you have read that a program needs CLB 7 and you are applying with French, the number you need is 7 on the NCLC scale. Nothing converts between them because there is nothing to convert. ## Why your exam does not print the level Neither the [TCF Canada](/tcf-canada) nor the [TEF Canada](/tef-canada) prints an NCLC level on your result. Each reports its own numbers on its own scales, and those get read against a published equivalency chart to arrive at a level. The two exams do not even share a shape. TCF listening and reading run on a scale into the hundreds while its speaking and writing are marked out of 20. The TEF uses four different maximums again. This is why a raw score tells you very little until you convert it, and why we publish the full conversions for [the TCF](/tcf-canada/score-chart) and [the TEF](/tef-canada/score-chart). ## Your weakest ability decides Every ability is converted on its own, and your level is the lowest of the four. There is no averaging and no rounding. A candidate at NCLC 9 in listening, reading and speaking with NCLC 6 in writing is treated as a candidate below the NCLC 7 threshold, and the three strong results do not soften that. This is the rule that should shape how you spend your preparation time. Time spent improving an ability that already clears the line adds core language points, but it does not change your eligibility. Time spent on the weakest one can change everything. ## What clearing 7 unlocks NCLC 7 in all four abilities is the entry point for the additional [French points in the Comprehensive Ranking System](/french-express-entry-points): 25 points with English at CLB 4 or lower or no English test at all, and 50 points when combined with CLB 5 or higher in all four English abilities. The maximum this factor pays is 50. Those point values are set by IRCC and have been revised before, so confirm them on canada.ca against the CRS criteria in force on the day you submit rather than against this page. ## Whether to stop at 7 The French bonus does not grow above NCLC 7. Core language points do. That is the whole answer to whether 7 is enough: it is enough to qualify for the bonus, and it is not necessarily the best score you could be aiming for if you still have weeks in hand. Where the extra effort pays depends on which ability is closest to the next band, and how much room that band gives you. The bands are not evenly sized, which we lay out with [the score diagrams on our CLB 7 page](/nclc-7). ## Frequently asked questions ### Is NCLC 7 the same as CLB 7? Yes. NCLC and CLB are the same twelve-level Canadian scale under two names: Niveaux de compétence linguistique canadiens for French, Canadian Language Benchmarks for English. NCLC 7 and CLB 7 describe the same level of ability. ### Does an average of NCLC 7 count? No. Each ability is converted separately and your file is read off the weakest one. Three abilities at NCLC 9 do not lift a fourth that landed at NCLC 6. ### Is it worth going above NCLC 7? The additional French points stop growing above NCLC 7, but core language points do not. If you have time before you submit, pushing an ability from NCLC 7 to NCLC 9 still adds points, so treat 7 as a floor to clear rather than a ceiling.
