Who runs the TCF and TEF Canada? The exam boards behind each test

The two French tests IRCC accepts are made by two different organisations, and neither of them is a prep school, a tutor, or a booking website. The TCF is produced by France Éducation International, a French public operator. The TEF is produced by the Paris Île-de-France Chamber of Commerce, through its arm Le français des affaires. Everything else you meet on the way to the exam - the centre, the course, the tutor - sits around those two bodies, not inside them.

Knowing who does what matters for a practical reason: it tells you where an answer is authoritative and where it is only opinion. Fees, dates, formats and score rules come from the exam boards and the centres. Study advice comes from teachers. Confusing the two is how people end up trusting a forum post about a rule only the board can set.

Who administers the TCF Canada?

France Éducation International, a public body under the French education ministry, designs the TCF, sets the tasks and the scoring, and accredits the centres that deliver it. It publishes the official information sheets and the list of approved centres. What France Éducation International does not do is teach you French, sell a course, or set the price you pay on the day. That last point surprises people: the fee is set by each test centre in local currency, not by the board, which is why a single national “TCF Canada price” does not exist.

It is also worth knowing that France Éducation International runs a whole range of French assessments beyond the TCF, and several TCF versions within that - Canada, Québec, tout public, and others aimed at study or residence in France. The board is the common author behind all of them. When a rule seems to contradict itself across two websites, the board’s own information sheet for your specific version is the tie-breaker.

Who administers the TEF Canada?

The TEF (Test d’évaluation de français) is produced by the Paris Île-de-France Chamber of Commerce, and delivered to the public through Le français des affaires, the Chamber’s language-certification arm. It plays the same role for the TEF that France Éducation International plays for the TCF: it owns the test design, the scoring and the accreditation of centres, and it revises the versions periodically. What does a test centre actually do?

A test centre is accredited by the exam board to host sittings. It books your seat, runs the session under the board’s conditions, and sets the local fee. It is not the author of the test and cannot change the format, the scoring or the version on offer. This is why “call your centre” is the right advice for a booking or a date, and the wrong advice for a question about how a section is marked - that answer lives with the board.

A useful consequence: if two centres quote different prices, neither is wrong. The fee is a local matter. If a centre claims a rule that the board’s own site does not state, trust the site. And if a centre offers to “also” prepare you, remember that its accreditation is to host the exam, not to guarantee your result - the two roles are separate even when one organisation does both.

One more distinction worth holding onto: the conversion from your raw exam score to an NCLC level is neither the board’s nor the centre’s decision. It is IRCC’s. The exam board reports your French; IRCC decides what that means for a Canadian file. That is why a question about “what NCLC does my score equal” is answered on canada.ca, while a question about the test itself is answered by the board.

So where does an independent prep service fit in?

Squarely outside all of that - and it should say so plainly. We are an independent preparation service. We do not administer the TCF or the TEF, we are not a test centre, we cannot register you, change a date, or issue a result. No tutor, course or app can. What good preparation does is get your French and your exam technique to the level the board will measure - for most Canadian files that target is NCLC 7 - and then send you to an official centre to sit the real thing.

Treat that boundary as a filter for advice. Anyone who implies they can “get you” a score, guarantee a band, or fast-track a booking is describing something the exam board controls and they do not. Why does knowing the administrator matter to you?
